Furthermore, their child/children _____________________ is deemed to be under full maternal custody for the welfare of both mother and child/children.

It is the obligation of society to maintain itself through the mutual assistance of its members and to protect and promote the general welfare of each member.

Civil authority of the State of Alaska over the various indigenous peoples is presumptuous and based on military occupation. The Alaska Statehood Act is genocidal. The proper governing authority is that which is based on indigenous jurisdiction and title. Traditional tribal councils, either acting individually in fulfilling the responsibilities and obligations inherent in natural forms of governance or through their right of free association to the same purposes, are the authority regarding all matters such as this at hand.

It would be a dereliction of responsibility and obligation inherent in tribal authority were we to permit presumptuous authorities to resolve social matters of fundamental effect, especially those of sensitive human aspect regarding the reformation of personal relations. Matters like these are cause for concern.

Careful thought has been given to this matter, thus this decree is hereby issued.
