Mr. President, Á ÁEver since Jan. 17, 1893, when the American missionaries and United States military forces illegally conspired to subdue the lawful Government of the Hawaiian Kingdom, the relationship between the Indigenous Aboriginal Sovereign Hawaiians and the United States of America has been one of frustration, mistrust and resentment. Á ÁIn 1945 the United Nations General Assembly voted to include Hawaii under Article 73 of its Charter, thereby fulfilling its obligations to the international trusteeship system, with respect to the rights of Self©Determination with Self©Government, and the decolonization of territories where Sovereign States have fallen under colonial rule. Á ÁThere can be no debate on the question of the loss of rights of the Indigenous Aboriginal Sovereign Hawaiians to SelfªGovernment, unfettered and independent of the United States and the (s)tate of Hawaii, since those human rights are sacred, fundamental, and non©negotiable. Á ÁThe 1983 Presidential Study Commission Rpt., with its oneªhundred and some odd recommendations, was the first statistical indicator that extremely serious problems existed with regards to page 1 of 3Ô h)ÔŒthe treatment of "...Hawaiians...", since the conspiracy of 1893 and fraudulent annexation of 1898, when the U.S. assumed the suzerain trust responsibilities within the Sovereign Territories of the Hawaiian Kingdom. The United States has also failed to uphold its, "...sacred trust...obligations...", to the United Nations Charter as the Administering Authority under the United Nations Security Council. Á ÁThe most recent findings of the Hawaii Advisory Committee to the United States Commission on Civil Rights are even more alarming and indicate the rapidly increasing level of economic dislocation that results in welfare programs to "...Hawaiians..." and further amplifies the flagrant abuses of the Hawaiian Homes Commission Act of 1920, as amended, by the (s)tate of Hawaiis' fraudulent, contemptious, and genocidal administrative practices. Á ÁWith respect for "...Hawaiian..." rights to SelfªDetermination with Self©Government, it has become obvious that administrative institutions, organized under the (s)tate of Hawaii, are in conflict and unable to adapt to the traditional and customary forms of governance that meet the basic human needs and serve the best interests of the "...Hawaiians..." Á ÁAs a result of the aforementioned inequities in United States suzerain trust responsibilities, that allow for administrative fraud, and political manipulation. We find ourselves with no alternative, except to re©establish, our own independent government within our Hawaiian Kingdom. Á ÁBased on our un©extinguished Indigenous (Nation©State) Aboriginal Sovereign Title Rights, we have thus Chartered for Self©Government, according to the highest standards and principles of human, civil, and political rights so endeared by the global family of Nation©States. Á ÁTherefore, we enclose a copy of our Declaration and Charter of Self©Government. This organic document serves as the foundation for the restoration, preservation and perpetuation of the Hawaiian Kingdom. Á ÁTo facilitate the orderly recognition of our Government, we have adopted a Resolution as a Petition to the United Nations, to apply the principles, declarations, and covenants of its Charter to effect U.S. decolonization of our traditional Sovereign territories, and to afford the "...Hawaiians...", by internationally recognized rules and procedures, their full measure of Self©Determination. page 2 of 3Ô h)ÔŒÁ ÁAs a safety measure, we also have adopted a Resolution, as a Petition to the World Court, to hear the Charge that 'acts of Piracy and Genocide' are being perpetrated against the Indigenous Aboriginal Sovereign Hawaiians, so as to insure our protection from further abuse and to maintain international peace, order, and security within the territories of the Hawaiian Kingdom, while the issues of piracy, genocide, and crimes against humanity along with the issue of Self©Determination incorporated as SelfªGovernment are being resolved. Á ÁWe extend an invitation for you to personally meet with us at the earliest convenience, so that we may begin the face to face negotiations to re©establish, Government to Government relations that were initially and illegally severed with the Hawaiian Kingdom in 1893.
