INSULAR POLICY CONFERENCE HONOLULU HAWAII SEPT. 19.20‑1989 HONORABLE LUJAN, Hello, my name is Rudy Kairaiuak‑
Administrator of Chefornak Elders Council at Chefornak Alaska. As we have heard these past two days there is an air of "new
winds" in the political arena. We live in a changing world and all parties
involved must change accordingly, Superpower or not. To be a great country, in my opinion
not only means great in terms of land mass, war machines, gross national
product or national debt, but also to have the heart, foresight and the ability
to recognize the needs and desires of their people, commonwealths, territories
and "states" whether they were obtained by discovery,
cession,treaties,overthrows, "implied consent", occupation or theft,
and to act accordingly under the direction of human rights. For it is these
seemingly minute people that know exactly what they need and what works or does
not for them. An imposition of a foreign system does not always work as we have
seen. Here the United States can be a truly
great world leader in Liberty, Justice and Freedom for all to have the strength
and wisdom to grant "such" possessions their life‑giving
freedom, autonomy based on human sovereignty and to recognize them as such. In closing I would like to submit the
U.N. Draft Universal Declaration on Rights of Indigenous Peoples and Chefornak
Elders tribal Council Resolution on this Compact for a complete assessment and
an inclusion into the declarations of governance as a preamble to these
assertions of Sovereign Right to Govern. Thank You very much Sincerely Rudy Kairaiuak |
