Irvin Brink

Chairman on the Conference on the

Compact of Free Association

Kassigluk, Alaska(Apr.13, 14, 15, 1988)

United States Secretary of Interior

Manuel Lujan Jr.

Department of the Interior

Dear Secretary

I am Irvin Brink from the Sovereign Yupik Community of Kasigluk. I am the chairman  of the Conference held in Kasigluk on April 13,14,15, 1988 that approved the resolution formally requesting a conference on the  Compact of Free Association as designated in U.S. Public Law 99‑239.

The original document was forwarded to the Office of the President, with copies to the former Secretary of the Interior.

We are specifically bringing this to your attention and would now, at this time, personally give to you a copy of this resolution, which was passed by the conference, and signed on this date, by the delegates chosen by their villages, to attend this conference in Honolulu on Sept. 19‑20, 1989.

This will circumvent any bureaucratic confusion or delay so that we may resolve the issue to the mutual benefit of the Yupic people and the people of the United States of America.

                                       Very sincerely,

                                       Irvin Brink
